Good price for a project 240? 200 1992

There is a 92 Volvo 240 wagon with 160k miles, a blown out clutch, and damage to the grille and hood latch area. I think I can just pull up the body there and attach a new grille, then get a clutch kit and replace it. It might be a master/slave cylinder thing too. There is surface rust he says, and is selling it for $1000. Is this fair? If it could possibly be the master/slave I think I should offer $800. $600 would be a steal. What should I ask about?
