Does the fuel pump relay also energize the pre pump? as well as the main? 900 1991

I have a 1991 940 se turbo and so far in the last 200 miles it has failed to start. Both times it is when I have only driven the car for .5 miles and then no restart. I can tell it is the pre pump because both times I never heard it energize up while key is in position 2. Then after 5 minutes I can hear it buzz up and then the car starts. So Is it just the pre-pump that needs replaced or does a failing relay also cause this tx.

ps I did the tube from the gas fill to my ear test while running and the sound is a nice constant whirl.
