surging idle; one time bog 200 1990

Just finished putting the steering rack in the car and took it for a spin. Turn the key from cold and it jumps to 1300 rpm for a few seconds, then down to 800 with a lope. revving the car for a few evens out the idle. Once on the road, it runs well, but after the first stop, it bogs when you step on the gas, but only once. Drive it around to running temp and it runs pretty well. Pulling back into the garage, I notice a loping idle once again that can be rectified by revving a bit. I am getting a 3-2-2 code from the OBD when on terminal 2. Thats an AMM code for dirty wire, but should I clean the IAC as well? Thanks in advance, Greg
