Rubber "flap' in front of gas tank. 700

There is a rubber flap or deflector under the car, just ahead of the gas tank. I presume it's to protect the tank from flying road debris. Some time ago I noticed mine was broken loose on the driver side and now I see it's also loose on the passenger side, just hanging from the middle.

How important is this? Can I just rip it off, or should I repair it before it falls off?
