Valve Cover Leak - PVC 200 1990

The valve cover is leaking at the bolts, I have no major leaks, and this one is not that bad yet.

With engine running I removed the oil filler cap, placed upside down on the cover over the hole, revved the engine a little. There was some suction that sucked down the cap a little and kept the cap over the hole. Does this indicate the PVC system is working ok?
