Well perhaps, but with only 3 weeks of sitting, I'd be leaning the other way. Make sure there's not a vacuum leak preventing the air plate from being lifted. Check the "boot" between air flow meter and throttle body. Ya gotta do that much anyway before even thinking about pulling the distributor to free the plunger from the grips of old fuel.

The 5 second clue is based on you getting fuel from the cold start valve. That should only work once if you've got no movement of the distributor plunger for whatever reason.
