1-3-1 code thrown - no running or starting problems... 700 1990

Today, I drove from Arcata to Santa Cruz - about 375 miles. Somewhere in the middle, I stopped for gas and a few blocks after I restarted the car (in 90F weather), my Check Engine light came on.

It came up as a 1-3-1 on socket 2, no other codes on socket 6, and no other codes.
The FAQ says this is a sign the rpm sensor is missing on startup. What exactly does that mean? My CPS is OEM volvo (from a dealership) and is less than 2 years old. It is (was last time I looked) secured with the keepers that the old one was attached with, I think.

The only other odd thing was that my AC belt came off (and disappeared) yet again. That's for another thread, but just in case it could have done some magic and smacked the CPS sensor or something, I thought I should mention it.
