1988 760 turbo A/C intermittent

The A/C on my 1988 760 turbo is intermittent. It is the climate control style. The blower fan will not come on and the illumination light surrounding the ON/OFF button will flash. If I cycle the ignition key it might begin to work and will work perfectly until I shut the car off...then upon re-start, it might not work again. I have installed a remanufactured control/switch panel, which made no difference. I installed a new blower fan, which made no difference. I appreciate any feedback or suggestions.I know there is a black control unit behind the glovebox,which is fairly expensive and I don't think it has any effect on the flashing illumination light.
