Setting K-jet mixture 200 1993

I have been attempting to set the mixture on my 1983 240 turbo. I am doing something wrong because it can not be as hard as I am making it. I connect the dwell meter to the red wire up by the left front of the car and to ground. My meter reads 32 and does not change even when I rotate the 3mm allen. I turned the allen to a point where the engine idles OK.. What meter do you use and where do you connect it. I have been reading bentleys, the forums and K-jet.org and still can not get it correct.
