High Idle sluggish throttle 200

I have a 1984 volvo 240 with the 2.3. The ecu went bad and I replaced it. After the replacement it now idles in park and neutral at 1500 and climbs to 1800 as it warms. If i put it in any of the drive gears it idles closer to normal around 1000. When I accelerate it bogs through 1st and 2nd gear around 35 mph it acts more nomal but as it downshifts it wants to back fire. Also in park or neutral it if you rev the throttle as soon as you let off it will drop idle to 1000 for a split second. I have checked all the sensors i can think of with the ohm meter all is well i need another direction to head in. Please any help would be great.
