240 GL Pre-purchase advice 200 1988

Hi,
I am about to check out a 1988 240 GL (Silver). I have not seen the car, only the pictures. The seller has noted the following issues with the car:
1. Electrical for the instruments panel does not work. Odometer & gas gauge non-functional. Speedometer flaky.
2. Radio is non functional
3. Driver door handle only opens from inside.
4. Two rust spots.
5. AC needs recharge.

Recent maintenance:
New: Starter, battery, exhaust system.

Frankly, I'm no Do-it-yourself maintenance person. So, I'm posting to ask if the fixes for the listed problems are expensive? I am looking for basically a get around town car with no need for daily use. I am a student and hence no $$ at my disposal for costly maintenance. Can I go ahead with the purchase? The seller is asking for $850.
