Failed Emissions Test - Now What 200

I took my 1992 in for the latest required emissions test. It failed the CO2 measure. My car blew a 1.15 and the requirement is a 1.0.

The catalytic converter was changed about 4 years ago.

When I did the most recent head gasket job, I put in a T cam. So I'm wondering if this might be the cause.

Perhaps the valves need adjusting?

It runs great and has new spark plugs. Steady idle.

The emissions guy indicated that it is likely running too rich.

Any suggestions?

The State wants to see receipts for a new catalytic converter and/or other mechanic repairs in excess of $400 in order to give it an exemption.

I'm guessing it might be easiest to register it as a historic vehicle and then it wouldn't need emission testing any longer.
