new oil pump still have low oil pressure / b21ft 200 1983

I measured the oil pressure on my 1983 242 turbo with a mechanical gauge and got these numbers.

cold idle 38 psi
warm engine at 2000 rpm 18 psi
warm engine at idle 7 psi

Replaced the oil pump. Was careful to ensure that the seal rings were in correct. When I started the car I got low oil readings a second time with the new pump. I will attach the mechanical gauge once again and see what the actual numbers are.

The car never gave low oil pressure signs will after i re-installed the original Garret turbocharger after I rebuilt it. Could that have something to do with it?

I suppose that I could take it all apart and check my work and see if I made an error with the oil pump install.

What could be causing this problem?
