High Idle Issues 88 LH 2.2 200

I am helping a friend of mine with his newly acquired 88 sedan.


The car starts a little rough, idles a little below normal and then runs up to about 2000 rpms (mind of its own) or so and then settles back to about 1200 rpms and stays there. The idle is smooth and the engine is fairly quiet but 1200 is just too fast. The car will not pass emissions (high CO).

My dad always said i was really just a parts swapper and well... he's right. I have an 88 wagon that runs well, so I can't help it.

Here is what we have done:
1. Removed and cleaned the Throttle Body, check the TPS for operation. Switch had continuity between the middle pin and the 1 and 3 pins at the top and bottom of the travel like bentley said it should. Black adjustment screw is all the way in, no change. Adjusted the idle set screw on the TB to barely touch with the butterfly closed. As the Bentley dictates.
2. Replaced the O2 sensor. Both the old and the new one stays at the top of the voltage range (.9VDC) and doesn't fluctuate (rich condition, I think).
3. Removed and cleaned the IAC motor. Swapped it with the good car, no change.
4. Swapped the Fuel Pressure Regulator with the good car, no change.
5. Swapped the computer behind the passenger headlight (308) with the good car, no change.
6. Checked for vacuum leaks, found none.
7. Swapped the AMM (007) with the good one, no change.
8, New plugs, wires, rotor, cap.
9. And just for our friend Art B., we cleaned the flame trap!!

Does anyone know what we should do next??
