if both the speedo and odo malfunction AND a cluster replacement changes nothing look in one of two places:

1. the 2 wire connector which attaches to the speedo sensor located on the pumpkin... rear axle cover

2. or less likely a break in one or both of these two wire from this connector to the cluster

very unlikely is the sensor itself.
