New steering rack failure?!? 200 1990

About six months ago I had a new steering rack into my 1990 240 DL. Soon after I installed a filter and have been watching the fluid very closely.

Now the power steering sporadically cuts off and comes back on. All the belts are newly installed about four months ago.

Could this be a sign of the pump going? Or might it be the rack failing!

Is there any way for me to test for sure?
