960 Ebrake adjustment for inspection 900

Hi all,

I am stuck on getting an Emergency Brake to work on a 1996 960 wagon.
My immediate issue is that I am not able to pass state inspection because
my Ebrake is not braking.

I have been underneath the car and had my assistant pull the lever and I see
the cable working. I have been turning the plastic nut that seems to adjust
the tightness of the cable, but it does not make the brake actually work.
It is like the tightness of that main cable is not affecting whatever mechanism that I assume is on the rear wheels to brake them.

My next move will be to remove one of the rear wheels and see what I can see
but if I do not have to I would rather not mess around with the intricacies
of the drum brakes. If I need to do any work on the brakes I want to make sure I have a valid plan of action before I go in there.
