With key in KP2 have you checked the little schrader valve(bicycle tire type fill valve)on the fuel rail for fuel? Rag in in hand to catch the little burst of gas that will come, depress the little pin in the center of the valve and you should get a quick little squirt o' gas. If you do then you know its not a fuel related problem. Have you checked for OBD codes? Oh and if you DO change the fuel filter....expect it to be quite stuck. PB Blaster for a good while prior. And you will need new copper crush washers, make sure the filter comes with them.
