940 A/C Pressures 900

My '93 940 was not cooling well so I evacuated the system, pulled a vacuum with pump, no leaks detected so added approx 34 oz of R134a. Now still not cooling well on 92 degree day. Static pressure is 97, but engine bay was hot so I imagine it's higher than the ambient temp would indicate. I still can't get the low side pressure lower than 55. I can see some oil on a connection behind the bumper, close to the passenger front tire, but when I pulled the vacuum (using the low side port) I didn't detect any leaks (needle stayed in the negative pressure area). I've had good luck doing this on my other Volvos, but this one has me puzzled. Any suggestions?
