Puzzling Diagnostic steps 200 1992

Puzzle - What would be the next step to take??? Anyone heard of a similar problem?

1992 Volvo 240 Wagon, LH 2.4, 394K

Car starts and runs okay.

The diagnostic terminal gives code, 2-2-4, on post #6
New coolant temperature sensor installed.
Blanked codes
The diagnostic terminal still gives code, 2-2-4. on post #6

ECU test terminal #13 reads 2000 ohms ignition off.
ECU test terminal #13 reads 2.16 V ignition on.
Voltage at sensor reads 1.8V ignition on
Battery voltage is 12.18V
Disconnected battery to blank codes
The diagnostic terminal still throws code, 2-2-4. on post #6

Swapped ECU units with a 1989 240 LH 2.4
Ran a new wire from the sensor to the firewall connector
car starts and runs okay
