Control Arm Bolt Stuck in Bushing 200 1988

I have a 1988 240 wagon that I am trying to replace the control arm bushings on. I got all of the the nuts off but I just can't get the bolt out of the front bushing. I have tried turning it and whacking it with a mallet and it just won't budge. Am I missing something obvious? It seems like the bolt should just slide right out. When I turn it is turns all the rubber for the bushing so I am imagining that it is rusted to the sleeve inside the bushing. Any tips on how to get it out? Should I just keep on whacking it with a hammer?

Any advise would be much appreciated.
