heater fan and engine fan come on same time 900

1992 960 sedan. As it was a little cooler this morning I turned my heater blower fan on after starting the engine. Right away I hear a little up tick in the rpms and then the cooling fan came on. Thought it was odd so I turned blower fan off and on a few times, same thing kept happening. I can't imagine this is correct, the engine had only been running a minute and it was cool outside. I have only owned this vehicle about 8 months so I am not familiar with cool starts. Also the A/C is disconnected because it doesn't work. Would appreciate any insights.
