Drivability issues - lean - O2 sensor or fuel pump? 700 1991

740 NA sedan w/ Regina. Cold start have to turn over twice to start. Runs poorly for a minute or 2. Rest of day tends to run OK, especially above 20 mph or so. Sometimes runs poorly from dead stop up to 20 mph (almost lead to 2 accidents - I have to give oncoming cars a lot of space in case it does hesitate).

Took it to Volvo-only repair shop (not dealer). They cleaned throttle body, replaced fuel filter, replace temp sensor. Especially first 2 needed done. BUT $300 later problem is still there. I picked up car after 1 week (they said it's hard to test because problem is only when cold - like sitting overnight). They said they were going to next look at O2 sensor or fuel pump, that the problem is running lean. I'm thinking of starting by replacing one - which one? Other suggestions?
