Install new PS Pulley on Reman PS pump - '91 240 200

I've been trying the 3/8 - 16 bolt with a nut on top of spacers, and still have 3/16" to go to flush. It's not budging with all of my 200 pounds on it at this point.

Any other way to get this thing on? I have a Harbor Freight press, but have been hesitant to use it for fear of damaging the shaft on the pump.
