questions concerning cruise control that is intermittant. 200 1989

I have reason to believe that my cruise control was an add on.

Looks like diagrams from a 1985 but car is 244 1989.

Questions are:
1. What is a retard breaker and where can it be found?
2. Does the bulb failure sensor ground or energise the system?
3. Why is my brake switch (red wire) not hot until the key is turned on?
4. On the speed control, with switch on, when set is pushed, is 3 diconnected
or switched to another leed.
5. Where is the control unit?
6. what does the servo unit do?

That's probably enough questions for now. If you all offer some help I will probably have some more.
