hood support struts s90 S90-V90 1998

The owner's manual doesn't specify whether the red clips on the hood support struts should be in the "up" or "down" position when opening the hood to 50degrees, though it does say to flip the red clips up when opening the hood to 90degrees.
Are the struts supposed to take the weight of the hood at 50degrees? Mine won't, the clips seem to have no effect, so I have to open the hood to 90degrees
