O2 sensor specs 200

I've wandering around in the archives,and the more i read the more confused I get.
So, Ruby had a dramatic Nox failure, which I have been told is fixable by plugging the vacuum line to the ICU.
The CO I have been told is a common problem caused by a O2 Sensor malfunction.
So I ordered one from Rock Auto, plugged it in, and put my trusty v/ohm meter on it ( a BK Test Bench a 20 year old Fluke knock off) fired it up and looked for that .2 - .9 fluctuation.
here's where I loose focus. My original O2 sensor had flat lined at around 500MV with some response to induced changes but not up to spec.
The replacement ran from 1.12V, 1.13V, 1.14V down to the high 50MV as a low.
I read one post in the archives where an assumed equitable replacement, was faulted for a smog failure, and was replaced by a standard Bosch and lived happily ever after.
OTOH my green 92 240 has higher than 1.0V and passed .
I have seen references (Bentley's e.g) for a .4MV to 1V.
I did service work for a long time, and I hated when a customer insisted they knew more than did when in fact they had their head on wrong.
So before I huff and puff, and make an ass of my self, is this Sensor out of spec for my car?
