BG35 top speed 1800

I am curious about how others have experienced the top gear in cars equipped with the automatic BG35 transmission. After finally getting the majority of the problems sorted out, I took my '71 1800E out for a test drive. As expected the shifts were a bit soft but not really the biggest problem. The biggest problem I had was with the top speed. While I can hear and feel the trans shift from first to second and then to third, I currently reach 4500 rpm and have only gotten to about 50 mph. Is this normal or do I have a mechanical problem? Possibly the torque converter? I can't believe that the car was intended to have such a low top speed and would appreciate any help or direction in finding the problem.
