It is possible that both relays on the strut tower have fractured solder joints and dont work properly.

A close look at the relay shows that the relay cover can be popped off the base, then the solder joints can be reflowed with a large enough soldering iron and rosin core solder.

There might be some flexible sealant around the relay base that has to be removed. I reseal the relays by wrapping the base-cover intersection with a few layers of electrical tape.

If the relay is OK then the control wiring to the relay might be the problem.
