Instruments and Control Panel Lights are now GONE! 200 1990

Hi,

I posted the link below about the gas gauge which I was going to get fixed - when I have the $'s - BUT
today the Speedometer/Odometer/Temperature all went dark. The gas gauge which was always on FULL is now on EMPTY. The CLOCK still works.

I checked the fuses. #16 is the fuse for the above and there was no fuse there at all - ? . It's an 8 amp fuse - so I put in an older 8 amp and then a new 8 amp. Nothing happened. I also noticed that there is no wire leading to that fuse like the rest of them.

Now I have no way to know how fast I am going/how many miles I have driven - or to gauge when I am low on gas. I was using the odometer to make a note of how many miles I drove so I knew when to put some gas in the tank.

I am perplexed cuz I don't know what to do. The only thing that works is the CLOCK. Well, and the Parking Lights on the right side - I checked them. The Shift Indicator is part of the Control Panel so it's dark too. When I turn the key to ON - nothing lights up on the Panel. See below from manual:
