Can't reset the SRS light 200 1990

I had some work done on the frontend. The mechanic messed up something in the steering wheel so that the wheel would turn very hard. After fixing that problem the SRS light will not go off. I have tried to reset it multiple times via the grounding method in the FAQ and continue to get code 5 - i.e Air bag assembly resistance high - Check gas generator connector. Check wiring and contact reel for open circuit. Replace air bag module.

My guess is that he broke the clock spring, but the horn still works.

What am I missing?
