rumble from tire 900 1993

When the car is not moving or moving verrrrrry slowly there is a rumble which feels like its coming from the left front tire when turning the steering wheel to the left. Left only, never happens when turning to the right. At speeds above 2-3MPH the rumble disappears. Car has 98K miles, tires have about 5K miles on them, air pressure is about 32PSI, all suspension components are clean and tight.

What could cause this. Thanks for all suggestions
