If you still have a stock fuse box, the top fuse is 1 of those short 25 amp fuses that are hard to find.

I have plenty of those fuses, but before you blow a few of those, make yourself a tool out of what ever style of cheap fuse holder you can get that can hold a cheap 25 amp fuse. You can get a fuse holder for a glass style fuse or for the ATC style fuse. Crimp a couple of female blade connectors on each wire from the fuse holder and connect them to the fuse box to bypass the original fuse. You can keep this setup instead of returning to the small 25 amp fuse, but of course it ain't stock.

Then start to turn on things like the wipers and if the fuse blows, there is your culprit.
