dual MC splitter/switch 120-130

I'm installing a wagner dual MC ('67-'68) and booster and have disassembled the lines from the splitter that mounts on a bracket off the booster. Can someone explain how this is supposed to function? I've removed the 5/8" caps. Inside, on opposing ends from the switch in the middle are a spring and contacting disk. In the center of the brass block is what appears to be a (frozen) sliding piston which I assume makes contact upon failure of one of the two circuits. I am soaking it and don't want to damage it by applying hammer force. Anybody been here?
