heater core valve 700

Hi All,
I've been having this problem with my '84 760 T for a while now. The car has automatic climate control, but the system will never actually close the heater valve regardless of what temp is selected. I've checked for obvious vacuum leaks but found none. Checked the operation of the valve with a Mity Vac and it works just fine. Also, I've tried another control unit but the system still won't draw vacuum at the heater valve.

Could I replace the vacuum operated valve with some sort of electric one that would allow me to shut the heat off? I thought someone here might have some suggestions as to how to correct this issue.

Thanks in advance,
Dave
