can't get 240 started 200

Hello everyone, I recently acquired a 1993 240 automatic that had been sitting for a few years. I can't get it to start. what I've done
-Drained old gas and replaced with new
-car will start on ether, so I know it's fuel related
-replaced pink fuse underhood
-checked fuses 4 & 6. Fuse 4 shows power when first keyed on, no power at fuse 6
-checked fuel pump relay, works fine
-main fuel pump will power up when supplied 12v (but not from fuse 6)
-Spark plugs are not wet after cranking, so I know the cylinders aren't getting fuel

and that's where I'm at. Kinda at a loss. I'm not sure if fuse 6 is supposed to have power or not. I was going to replace the fuel filter as maybe it's super clogged, Possibly a fuel pressure regulator, or the screen on the in-tank pump is clogged? Possible ECU issue? Hopefully someone can point me in the right direction.
