Water in Gas Tank/How Much Drygas Can You Use?

Hello. I have a 1990 740. It does not have a fuel filler door (it broke off) and I live in Portland. About a month ago it was very hard to start and when it did start it ran real rough. The fuel level was very low. The auto store clerk was a volvo guy and mentioned that the fuel tank vent hose is now exposed and that I likely had water going into the gas tank. He suggested some drygas. I did that and the car ran fine. I've tried to put in a bottle with each fill-up since then.

About a week ago while it was raining and the fuel level was at about 1/3 tank, the engine just cut-out completely. I filled the tank, added some drygas and it was fine. It's been a little had to start at times since then, but it's been running fine otherwise. It was raining heavily so I filled the tank and added a bottle of drygas. Yesterday when the fuel level was about 3/4 tank it wouldn't start and it still won't start today. Everything is fine with the electrics and I pulled the plugs to confirm they're still good as well.

It seems like each time it happens the fuel level in the tank is higher than it was previously. Could the drygas/water mix be accumulating and causing the problem? Can I put in another bottle or two of drygas or could that cause problems as well?
