No turn signals 200 1989

Hi, I could really use some help about an electrical issue for a friend.

He has an 89 Volvo 240 GL that the turn signals and high beams do not work. We put a new turn signal relay and a used turn signal switch (on steering column) from a local junk yard, and still the same problem. We have also used second used turn signal switch with the same results (trying not to spend $125 for a new one). Have checked steering column wiring with no results as to any problems (i.e. broken wires or bad grounds. The low beams and tail lights work as required. He also stated that the high beams only work when the key is first put into the ignition switch.

Is there another relay or other issue that could be causing this, any help would be greatly appreciated.
