1994 945T - Excessive High Idle 900 1994

Been having high idle problem with B230FT motor after car has been driven and then parked. When placed in "Park", idle goes to 1100 RPM and won't come down. After shutting down for a short time, idle returns to 600-700 RPM range.
I had a used EGR and swapped it out with no change. All hoses are correctly routed and clamped. Electrical connection is sound.
I backed off the idle stop on the throttle body so is not touching the butterfly plate and still idle won't go down.
Should I try another EGR valve? Micro switch on throttle body? What am I missing?
