Front wheel rolling resistance 444-544

Hello all,

I've been fighting against the brakes on my 63 pv544 for a year now. I replaced everything (except the drums) a year ago when I first bought the car. After I'd got everything back together, I noticed that after 15 miles of driving, the front wheels would start to lock up. I adjusted the master cylinder pushrod and that seems to help, but now I have to push the pedal half way to the floor before the brakes activate.

I was playing around with the front end last night. I had the front brakes adjusted all the way in, yet when I give the wheels a good spin with my arm, they only make a single revolution around. I had an old VW and if I did the same thing on it, they'd spin for a good 30 seconds. Is something wrong here?
