Front engine seal clarification 200 1978

Doing my first timing belt this weekend. Plan to change the front seals while I'm in there, but need something clarified:

The 7xx/9xx faq seems to suggest lubricating the inner course of the seal, but using some sort of adhesive on the outer course. Am I reading this correctly? If so, what sort of adhesive?

The replacement seals I received are the orange, rubbery dudes from FCP.
