Turbo boost gauge fluctuation. 700

my 1989 740t turbo gauge has been staying right at the edge of the boost yellow. Sometimes it drops back to where it should be at idle. This doesn't seem to affect the turbo's boost. Gauge doesn't stick . Can anything else cause intermediate boost gauge fluctuation?
