1995 940 non-turbo - barely started at 20 degrees 900

My 1995 940 struggled for several minutes before starting up this morning. The temeperature had fallen to about 20 degrees and there was an ice storm. Are there parts that are especially likely to fail when the temperature drops? I think my batery is okay because I cranked it intermittently for several minutes. (Though the engine turned over a bit slower than usual). In the old days one would fix the choke and it did seem like a fuel problem to me. The car seemed to be firing on about one or two cylanders and trying to start but just couldn't. So I figure it has and air, spark and some fuel. Eventually it started. Then it ran fine after warming up. An hour later it started without difficulty. Thanks. I'm hoping to narrow down possibilities.
