Are you sure the kick down cable is moving without restriction? When you have the cable loose from the spool can you easily pull it out and have it quickly retracted when you let go of it?

I might try leaving the kick down cable off. The transmission will be inclined to shift at lower speeds. By shifting it manually with the cable disconnected you will have the ability to "exercise" it some as well as be able to merge onto the instate selecting your shift points.

If things loosen up you can reattach your kick down cable and adjust it to your driving style. Good luck.

Randy
