ODB codes 231 and 221 900

Hi,

I have a 1994 940 with bosch ignition system, that has codes 221 and 231, in socket 2. Replaced o2 sensor with a used one that was picked earlier and codes came back immediately. I am now thinking of testing the O2 sensor. If I understand the process correctly, the engine should be at normal temp and placing one lead of the meter to ground and the other to the black wire on O2 sensor, the voltage should move around from .2 to .9 volts. Is this correct and does anybody have any pointers?

Car runs fine, but the exhausts stinks and not of gasoline.
