Just Curious, California Emissions 900 1993

There is a 1993 940 sedan for sale in CA on ebay with a Bosch system, under hood shown in pictures, and the VIN is YV1JS8310P1128223 which says it is a Bosch system. I have never seen a 1993 940 B230 engine w/ the Bosch system, only w/ Regina. Were CA cars different (Bosch), than those in other states (Regina)? I know the 1994 B230 engines could be either Bosch or Regina (we have 94s with one of each) and the 1995 engines were always Bosch that I have seen.
