Check engine light does not alight on startup 200

1989 240 wagon - automatic

the voltage regulator failed causing most info bulbs to not alight except the service and cel light........the alternator was putting out 11.5 volts at the time

i replaced the voltage regulator and the result is all info lights now come on and go out EXCEPT the cel light bulb which never comes on at all. the alternator is putting out 14.25 volts

all bulbs are good

if the cel box is checked for codes it reads properly and returns 1-1-1

i am drawing a blank on this
