Gauge lights flicker 200 1992

Noticed the past few weeks that my gauge illumination lights flicker at lower RPMs (not the warning indicator lamps). The behavior is the same with load from headlights, electric fan, and blower motor as it is when all those things are off. I have not noticed a flicker in my headlights, but can't swear it's not there.

I tested the voltage at the alternator output at 14.7v; 13.5v with the heaviest load I could muster from car accessories.

Tested voltage with the AC setting on my meter to find .2v ripple at the alternator. Would this cause the flickering gauge lights?

I am used to the tell-tale sign of a faintly flickering battery light, but have never noticed my gauge cluster illumination flickering. I recently cleaned and tightened all the contacts on the back of my gauge cluster in an attempt to fix it: no luck.

Any clues?
