740 has no brake lights at all 700

I was following my girlfriend in her son's '89 740 sedan a couple days ago and noticed the car had no brake lights, left, right or back window. I know the bulbs are good. I've read everything I could find in the archives. I've tried two junkyard bulb failure relays to no avail and am now trying to test the switch at the pedal.

Should I be able to back probe the two wire connectors at the pedal switch with a voltmeter, then push the brake pedal, and get a 12V reading? If so, I'm getting nothing there.

AlSO, if the problem turns out to be the switch, as it seems to be looking like, how do you change this thing out?! Have any of you guys ever done it? It seems to be riveted to a piece of metal in a very hard to reach location. I have big hands and can barely touch the doggone thing!! Any suggestions? Thanks!
