What is the Best Way to install a Fuel Tank in a 92 245 Wagon?

How should I go about installing a fuel tank in my 92 wagon? Do I install the filler neck first or after the tank is in?.

When I took it out there seemed to be no way to remove the tank with the neck installed. I am doing this on the ground and so far have not tried to get it back in but this is my next project.

I took the old one out with the wheels on the ground, so would putting the car on jack stands make it easier to install with the filler neck on the tank? There is not much room to work once the tank is in place.

Has anyone done this, looking for advice.
